ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. Sections 2-40-010, 2-40-020 of the Municipal Code of the City of Chicago is hereby amended by adding the language underscored, as follows:
2-40-010 Definitions.
"Direct public services" means services administered by a City department and/or wards directly to program beneficiaries and/or participants.
2-40-20 Language access plans.
(a) All City departments that provide direct public services shall ensure meaningful access to such services by taking reasonable steps to develop and implement department-specific language access plans regarding LEP persons. Those departments and/or wards that provide services to the public that are not programmatic in nature, such as emergency services, shall implement this Chapter to the degree practicable.
(b) 3. provide services in any non-English language spoken by a limited or non-English proficient population, including visually-impaired and hard-of-hearina populations, that constitutes 5% or 10,000 individuals, whichever is less, in Chicago, as those languages are determined based on a variety of relevant sources, including, but not limited to, United States Census data, intake data collected by City departments, data on telephonic language translation service requests or usage, research provided by the Language Access Advisory Committee, and community feedback;

SECTION 2. No later than December 31, 2023, the Mayor's Office, in consultation with the Language Access Coordinators, will publish in a way that is easily accessible to City departments, wards and the greater public:
1. an archive that includes all the documents the City has paid to be translated through its LanguageLine contract
2. its process, review and summary of Compliance Plans per Section 2-40-040
3. its process, review and summary regarding the solicitation of community comment per Section 2-40-050
4. its revised list of essential public documents
