ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. Section 4-5-010 of the Municipal Code of the City of Chicago is hereby , amended by adding the language underscored and by deleting the language struck through, as follows:

SECTION 2. Article II of Chapter 4-144 of the Municipal Code of the City of Chicago is hereby amended by adding new sections 4-144-095, 4-144-110, 4-144-120, 4-144-125, 4-144-127, and 4-144-135, by inserting the language underscored, and by deleting the language struck through, as follows:
ARTICLE II. GUNSMITHS 4-144-095 Definitions.
For purposes of this Article II only, the following definitions apply:
"Anodize" means to coat electrolytically with a protective or decorative oxide.
"Chicago Firearm Permit" or "CFP" means the permit issued by the citv pursuant to chapter 8-20, which allows a person to possess a firearm.
"Firearm" has the same meaning ascribed to that term in section 8-20-010.
4-144-100 License - Required.
It shall be unlawful for any person to engage in the business of repairing or anodizing any pistol, revolver, derringer or other firearm which can be concealed on the person without securing a gunsmith license weapons dealer license so to do.
No gunsmith license shall be issued unless the owner, manager and all employees of the licensee located at the licensed location possess a CFP.
4-144-110 Gunsmith license - Application.
An application for a gunsmith license shall be made in conformity with the general requirements of this Code relating to applications for licenses. The commissioner of business affairs and consumer protection shall approve said application before a license shall be issued.
4-144-120 License denial or revocation.
A license or a renewal of a license under this article II shall be denied or revoked for any of the following reasons:
(a) the applicant's license under this article has been revoked for cause within four years of the date of the application;
 
_(b) a license issued under this article for the location described in the application has
been revoked for any cause within one year of the date of the application;
_(c) the applicant makes any false, misleading or fraudulent statement or misrepresents
any fact in the license application, or uses any scheme or subterfuge for the purpose of evading any provision of this chapter; or
_(d) the applicant, owner, manager or any employee of the applicant that will be located at
the proposed licensed location does not have a current CFP.
4-144-125 License renewal-All licenses issued under this article II shall be renewed in accordance with Chapter 4-4 of this Code.
4-144-127 Gunsmith license - Fee.
The fee for a gunsmith license shall be as set forth in Section 4-5-010. -
4-144-130 Daily report required - Repairs.
Every person licensed under this chapter as a gunsmith pursuant to this article shall make out and submit to the superintendent of police every day, before twelve noon, a legible and correct report of each firearm received for repair or anodizing during the preceding 24 hours, which report shall contain the date, name, physical description, age, address and occupation of the owner of such firearm, the type of weapon, its make, and the serial number and bore length of such weapon firearm, which report shall be substantially in the following form: Date

4-144-135 Firearms-safekeeping and storage.
(a) While in the licensee's possession, the licensee shall keep all firearms received for repair or anodizing:
(1) broken down in a nonfunctioning state; and
(2) safely stored in an locked and secure area where the public does not have _access.
(b) The licensee shall not take, or permit any other person other than the owner of the firearm, to take the firearm from the licensed gunsmith location.

SECTION 3. Chapter 8-20 of the Municipal Code of the City of Chicago is hereby amended by inserting the language underscored and by deleting the language struck through, as follows:
8-20-020 Unlawful possession of handguns.

(17) a person while engaged in the lawful transportation of a firearmr
(18) a person licensed as a gunsmith pursuant to chapter 4-144 while such person is engaged in the repair or anodizing, as that term is defined in section 4-144-095, of firearms.
8-20-140 Firearm registration certificate - Required.
(a) Subject to subsection (d), it is unlawful for any person to carry or possess a firearm without a firearm registration certificate.

(f)      The provisions of this section shall not apply to:
(1) firearms owned or under the direct control or custody of any federal, state or local governmental authority maintained in the course of its official duties;

(9) firearms being transported by a person engaged in interstate travel in compliance with section 8-20-100; ©r-
(10) those persons summoned by a peace officer to assist in making an arrest or ' preserving the peace while actually engaged in assisting the peace officer; or
_(11) firearms that are being repaired or anodized, as that term is defined in section
_4-144-095, by a person licensed as a gunsmith pursuant chapter 4-144; provided
that_any firearm owned or possessed by the licensed gunsmith that is not being
repaired_or anodized is subject to registration under this section.
SECTION 4: Title 17 of the Municipal Code of Chicago is hereby amended by inserting the language underscored, as follows:
