ORDINANCE
WHEREAS, the City of Chicago ("City") is a home rule unit of government under Section 6(a), Article VII of the 1970 Constitution of the State of Illinois and may exercise any power related to. its local governmental affairs; and
WHEREAS, the City owns those certain parcels of vacant real property commonly known as 5008, 5010, 5012, 5014, 5016, 5018, 5013, 5015, 5017, 5019 and 5021 South Throop Street, Chicago, Illinois (identified in Exhibit A to this ordinance and subject to final title commitment and survey, collectively, the "City Lots"); and
WHEREAS, 50th and Throop Holdings LLC, an Illinois limited liability company ("Developer"), has offered to purchase the City Lots for One Dollar ($1.00) each and to develop up to five (5) group foster homes ("Homes") on the City.Lots; and
WHEREAS, the sole member and owner of Developer is SOS Children's Villages Illinois, an Illinois not-for-profit corporation ("SOS"); and
WHEREAS, Developer has identified SOS as the entity that will operate the Homes (the conveyance of the City Lots, the construction of such group homes, and the operation thereof, the "Project"); and
WHEREAS, by Resolution No. 11-034-022, adopted by the Plan Commission of the City of Chicago ("Commission") on March 17,2011, the Commission recommended the sale of the City Lots to the Developer; and
WHEREAS, public notices advertising the Department of Housing and Economic Development's ("DHED") intent to convey the City Lots to Developer for the Project appeared in the Chicago Sun-Times on April 4, 11 and 18, 2011; and
