At the request of the Commissioner of Housing and Economic Development, I transmit herewith ordinances authorizing the sale of city-owned property.

ORDINANCE
WHEREAS, the City of Chicago ("City") is a home rule unit of government by virtue of the provisions of the Constitution of the State of Illinois of 1970, and, as such, may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, the City is the owner of the parcel of land commonly known as 8828 South Stony Island Avenue, Chicago, Illinois, which is legally described on Exhibit A attached hereto (the "Property"); and
WHEREAS, the Property's total area equals approximately 13,300 square feet and includes four parcels which are improved with a single-story all masonry structure of approximately 8,000 square feet, with twelve parking spaces in the rear; and
WHEREAS, the Property has been vacant since 2006 as a result of the construction of a new Avalon Branch Library at 82nd Street and South Stony Island Avenue; and
WHEREAS, the appraised market value of the Property is Two Hundred Forty Thousand and No/100 Dollars ($240,000.00); and
WHEREAS, Black on Black Love Organization, an Illinois not-for-profit corporation ("Developer"), has submitted a proposal to the Department of Housing and Economic Development (the "Department"), to purchase the Property for Five Thousand and No/100 Dollars ($5,000.00) and to renovate the existing structure and operate its primary office thereon (the "Project"); and
WHEREAS, by Resolution No. 10-051-21 adopted on October 21, 2010, the Chicago Plan Commission authorized the Department to advertise its intention to enter into a negotiated sale with the Developer for the redevelopment of the Propert...
