Ladies and Gentlemen:
At the request ofthe Commissioner of Housing and Economic Development, I transmit herewith ordinances authorizing the sale of city-owned property.
Your favorable consideration of these ordinances will be appreciated.

ORDINANCE
WHEREAS, the City of Chicago (the "City") is a home rule unit of government by virtue of the provisions of the Constitution of the State of Illinois of 1970, and as such, may exercise any power and perform any function pertaining to its government and affairs; and
WHEREAS, the City has established the Chicago Plan Commission ("CPC") to, among other things, cooperate in the preparation and recommendation to the corporate authority from time to time for plans for specific improvements in pursuance of the City's official comprehensive plan for public improvements; and
WHEREAS, the City is the owner of the vacant parcel of land commonly known as 1815-1859 N. Laramie Avenue, Chicago, Illinois, which is legally described on Exhibit A attached hereto (the "Property"); and
WHEREAS, the City seeks to enter into a redevelopment agreement with Laramie Holdings LLC, an Illinois limited liability company ("Developer"), whose sole member is SOS Children's Villages Illinois, an Illinois not-for-profit corporation ("SOS"), whereby Developer shall undertake to redevelop or cause to be redeveloped on the Property a family resident home (the "Family Resident Home"), up to twelve (12) family safe homes (each an "SOS Safe Home", and collectively, the "SOS Safe Homes") and up to eleven (11) two-flat buildings (each a "Two-Flat Building", and collectively, the "Two-Flat Buildings) (the Family Resident Home, SOS Safe Homes and Two-Flat Buildings, collectively, the "Village");'and
