SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2023 (the "2023 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and

WHEREAS, the City through its Department of Public Health has been awarded additional federal carryover grant funds in the amount of $1,810,000 by the United States Department of Health and Human Services for the Building Epidemiology and Health IT Capacity program and wishes to allocate $240,000 of that amount to the Department of Family and Support Services ("DFSS"); and

WHEREAS, the City through its Mayor's Office for People with Disabilities has been awarded public grant funds in the amount of $92,000 by the Chicago Housing Authority ("CHA") for the CHA Home Modification program; and
WHEREAS, the City through DFSS has been awarded additional state grant funds in the amount of $1,250,000 by the Illinois Department of Human Services for the Emergency and Transitional Housing program; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:
SECTION 1. The amounts of $1,342,000 (not previously appropriated and representing new grant funds) and $1,810,000 in carryover funds are hereby appropriated from Fund 925 -Grant Funds for the year 2023. The 2023 Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
SECTION 2. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions ofthis ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions...
