ORDINANCE
Whereas, The FBI defines an active shooter as one or more individuals actively engaged in killing or attempting to kill people in a populated area; and
Whereas, Beyond high-profile active shooter incidents, firearm deaths, in general, have been on the rise, based on data from the Centers for Disease Control and Prevention; and
Whereas, In 2000, there were 28,663 firearm deaths or 10.1 per 100,000 people in the U.S. In 2017, there were 39,773 such deaths or 12.0 per 100,000 people. The number and rate of both gun related suicides and homicides have increased during that period; and
Whereas, Between 2000 and 2018, the FBI counted 277 active shooter incidents, with 2019 already averaging 26 active shooter incidents as of September of this year according to the Associated Press; and
Whereas, The FBI designated 27 shootings in 2018 as active shooter incidents. Where eighty-five people were killed and 128 people were wounded, excluding the shooters. Two of those shootings happened in Illinois according to the U.S. Department of Justice; and
Whereas, In nine of those 27 incidents 22 occurred in business environments generally open to the public, resulting in 27 killed (including one business owner) and 44 wounded (21 from injuries incidental to the shooting—15 in one incident); and
Whereas, Active shooter situations evolve rapidly, demanding immediate response by local authorities; and
Whereas, according to the House of Representatives Active Shooter Preparedness Enhancement Act 5643 of 2016 section 2(a) it states that; The secretary, in consultation with the Attorney General and the heads of other Federal agencies as appropriate, shall develop and make available to state, local, tribal, territorial private sector, and non-governmental partners guidance to assist in the development of emergency action and response plans for active shooter and mass casualty incidents in public and private location, including facilities that have been identified by the department as potentially vulnerable targets.
Whereas, the Chicago City Council deems it necessary to make mandatory alive active shooter training and plan to be put into place for all public and private professional buildings to increase their individual probability of surviving an attack before the police arrive; now, therefore
BE IT ORDAINED BY CITY COUNCIL OF THE CITY OF THE CHICAGO
SECTION 1. Number of drills: incidents covered: local authority participation.
During each calendar year, all commercial and governmental businesses and agencies with more than 200 employees must conduct a minimum of 2 evacuation drills to address and prepare personnel for an active shooter incident. These drills must be met with the following criteria according to the "Active Shooter Preparedness Enhancement Act of 2016".
SEC. 890B. ACTIVE SHOOTER PREPARDNESS ENHANCEMENT ACT OF 2016 ACTIVE SHOOTER AND MASS CASUALTY INCIDENT RESPONSE ASSISTANCE.
Guidance.-Suggest guidance developed and made available under subsection (a) may relate to the development ofthe following:
A strategy for properly responding to an active shooter or mass casualty incident in an office business location. Including evacuating and providing care to persons in that location with consideration being given to persons with disabilities.
A schedule for an established unified command locations, should include identification of staging areas for the law enforcement, fire department and medical personnel.
A practiced method and plan to communicate with occupants of such safe location during such an incident.

A practiced method and plan to communicate with the surrounding community regarding such an incident and the needs of Federal, State, and local officials.
A plan for coordinating with volunteer organizations to expedite assistance for victims.
A schedule of joint exercises and training.
SECTION 2. Make mandatory for all Chicago Police and Fire Department officials to participate in Training for Mass Casualty and Active Shooter Incidents to be better prepared to facilitate assistance when needed.
SECTION 3. This ordinance shall be in full force and effect upon its passage and publication.
