WHEREAS, the City of Chicago is a home rule unit of government pursuant to the 1970 Illinois Constitution, Article VII, Section 6 (a); and ^
WHEREAS, pursuant to its home rule power, the City of Chicago may exercise any power and perform any function relating to its government and affairs including promoting the quality of life and the welfare of its citizens; and
WHEREAS, the United States Congress is taking steps to repeal the Federal Communications Commission's (FCC) rules relative to consumers' privacy; and
WHEREAS, the repeal of these rules will allow companies to sell your personal information to marketers; and
WHEREAS, the information sold may allow purchasers to know the age, gender and other demographic information; and
WHEREAS, a person's internet browsing history will be made available; and
WHEREAS, internet searches will be able to be "hijacked," that is directed to sites other than those the consumer is attempting to visit in order to direct potential sales; and
WHEREAS, companies will be able to record browsing histories in order to inject ads based on that history; and
WHEREAS, software may be pre-installed on electronic devices and record every URL visited; and
WHEREAS, all UTTP traffic will be able to be tracked without the users knowledge; and
WHEREAS, the United States Senate has already passed a bill which will essentially invalidate the internet privacy rules of the FCC which were enacted to protect consumers' privacy; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHICAGO:

That the Commissioner and CIO of the Chicago Department of Innovation and Technology appear at a hearing before a joint Committee Hearing of the Committee on Finance and the Committee on Economic, Capital and Technology Development to provide information on the impact^ this legislation on the City and its citizens, and the City's response to protect its residents.
