SUBSTITUTE RESOLUTION
 
 
WHEREAS, November 22, 2013, will mark the Fiftieth Anniversary of the assassination of John F. Kennedy, the 35th President of the United States of America; and
 
WHEREAS, The Chicago City Council has been informed of this event by Alderman Edward M. Burke; and
 
WHEREAS, President John F. Kennedy was fatally shot by a sniper at 12:30 p.m. standard time on Friday November 22, 1963, while traveling in a presidential limousine through Dealey Plaza in Dallas, Texas; and
 
WHEREAS, President John F. Kennedy was officially pronounced dead at Parkland Memorial Hospital at 1 p.m.; and
 
WHEREAS, President John F. Kennedy was accompanied in the motorcade by his wife, First Lady Jacqueline Kennedy, along with Texas Governor John Connally, who was wounded by gunfire; and
 
WHEREAS, Lee Harvey Oswald was arrested in connection with the assassination and was killed two days later by Jack Ruby; and
 
WHEREAS, Inaugurated on January 20, 1961, John F. Kennedy was the only Catholic and the second-youngest President to serve in the White House; and
 
WHEREAS, Despite his short-lived presidency, John F. Kennedy left behind a remarkable legacy of leadership; and
 
WHEREAS, President John F. Kennedy will be remembered for many accomplishments, including steering our nation away from the brink of war during the Cuban Missile Crisis, propelling America into the space race, founding the Peace Corps and championing civil rights for all Americans; now, therefore
 
BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council, assembled this thirteenth day of November, 2013, do hereby urge all churches to toll bells and all places of worship and schools to designate a moment of silence at 1 p.m. on Friday, November 22, 2013, to mark the occasion of this solemn anniversary; and
 
BE IT FURTHER RESOLVED, That we, the Mayor and the members of the Chicago City Council, do hereby urge all Chicago businesses to join in observing the aforementioned moment of silence; and
 
 
BE IT FURTHER RESOLVED, That the municipal flag of Chicago shall be flown at half-staff on municipal buildings on November 22, 2013; and
 
BE IT FURTHER RESOLVED, That we do hereby encourage Governor Patrick Quinn to instruct all persons and entities covered by the Illinois Flag Display Act, 5 ILCS 465/1 et seq. to display the flags of the United States, the State of Illinois, and local jurisdictions at half-staff on November 22, 2013 to mark this anniversary; and
 
BE IT FURTHER RESOLVED, That suitable copies of this resolution be presented to the Chief Executive Officer of Chicago Public Schools, the Archdiocese of Chicago, the Chicagoland Chamber of Commerce, and Governor Patrick Quinn.
