RESOLUTION

 

 

 

Whereas, Thomas Coughlan has been called to eternal life by the wisdom of God; and

Whereas, The Chicago City Council has been informed of his passing by Alderman Edward M. Burke: and

Whereas, A man of deep faith, Thomas Coughlan was born, raised, educated, worked and lived his entire life in the City of Chicago; and

Whereas, Thomas Coughlan was dedicated to the preservation of law and order and contributed significantly to the well-being of the people of Cook County and Chicago; and,

Whereas, After graduating from Loyola University in Chicago, Thomas Coughlan became an elementary school teacher; and

Whereas, In 1958 Thomas Coughlan began a career in law enforcement as a Tactical Patrol Officer for the Cook County Sheriff's Police; and

Whereas, While performing aggressive patrol enforcement within the Second District, Thomas Coughlan developed specialized investigative skills and uncovered criminal activities throughout the County and the City; and

Whereas, Thomas Coughlan's conduct and acumen were the products of his professionalism and concern; and

Whereas, Thomas Coughlan was credited with apprehending many offenders in the commission of crimes throughout the County including the notorious "South Side Slasher" on West 47th Street; and

Whereas, Thomas Coughlan joined the Chicago Police Department and headed the Special Projects Section of the Personnel Division where he was responsible for ensuring quality testing, education and training of future police officers until his retirement; and

Whereas, Thomas Coughlan will be dearly missed by his many relatives, friends and neighbors; and

WHEREAS, To his loving wife, Mary, and his daughters Annice and Chloe, Thomas Coughlan imparts a legacy of faithfulness, service and dignity; now, therefore

 

 

BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council, assembled this sixteenth day of March, 2016, do hereby commemorate Thomas Coughlan for his grace-filled life and do hereby express our condolences to his family; and

BE IT FURTHER RESOLVED, That a suitable copy of this resolution be presented to the family of Thomas Coughlan.
