Memorial Resolution Frank J. Cappitelli, PhD
WHEREAS, It is with great sadness that members of this Chamber learned of the death of Frank J. Cappitelli, Ph.D. on June 1, 2016 at the age of sixty-six; and
WHEREAS, The City Council was informed of his passing by the Honorable Margaret Laurino, Alderman of the 39th Ward; and
WHEREAS, Born on January 31, 1950, to the late Frank and Marcella Cappitelli, Frank was the loving husband and best friend, for thirty-eight years, of Mary Kay, nee Philbin; devoted and proud father of Frank, Katherine, and Colleen; dear brother of Philip, retired C.P.D. (Patricia), Joanne (Bill) Alberts, and Patricia A. Cappitelli; brother-in-law of John, retired C.P.D. (Jacqueline) Philbin, the late Elizabeth (Richard) Weber and the late Thomas Philbin; adoring uncle of Caitlin, Matthew, Brian, Sarah, Lisa, Jennifer, Jamise, Nicholas, Jacqueline, Katherine, and the late Richard; great uncle of many; and treasured friend to all who had the pleasure of knowing him. Frank leaves a legacy of faith, dignity and love; and
WHEREAS, Frank, a veteran of the United States Marine Corp., attended the University of Illinois Chicago and was awarded a doctorate degree in 1996 in Public Policy from the University's department of Urban Planning and Public Affairs; He was a hard-working and dedicated student going on to graduate from the FBI National Academy; and
WHEREAS, Frank Cappitelli served as a member of the Chicago Police Department for 31-years, a testament to his passion and desire to bring peace and safety to the citizens of the City of Chicago. After his tenure with the Chicago PD, Frank joined the UIC Police Department and served as the Commander of the Field Service Division; and
WHEREAS, As a member of the UIC Police Department he served as a Patrolman, Detective, Assistant Director in the city's office of Municipal Investigations and Homicide Coordinator for the Chicago's Police Department Detective Division; and
WHEREAS, His participation in the community and devotion to public service earned him numerous commendations and awards including the Cook County Sheriffs Police Award of Merit; and
WHEREAS, Frank inspired many with his courage, strength and incredible endurance as he continued to fight a 21-year battle with cancer and multiple heath complications; and
WHEREAS, Frank was an active and vital member of his community. He touched the lives of all who knew him through his kindness, generosity and spirit, making him a truly unforgettable person. He will be deeply missed, but the memory of his smile, caring spirit, enduring patience, thoughtfulness, character, intelligence and compassion will live on in those who knew and loved him, now, therefore
BE IT RESOLVED, That we, the Mayor and the members of the City Council of the City of Chicago gathered here on the 22nd day of June 2016 do hereby express our deepest sorrows on the death of Frank J. Cappitelli, and express our sympathy to his family and friends; and
