SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2020 (“2020 Appropriation Ordinance”) of the City of Chicago (the “City”) contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, the City through its Office of Budget and Management has been awarded federal grant funds in the amount of $470,079,000 by the United States Department of Treasury which shall be used for the Coronavirus Relief Fund Program; and
WHEREAS, the City through its Department of Public Health (“Health”) has been awarded federal grant funds in the amount of $20,555,293 by the United States Department of Housing and Urban Development (“HUD”) which shall be used for the Community Development Block Grant CARES Act Program; and
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $189,346,000 by the United States Department of Health and Human Services (“DHHS”) which shall be used for the Epidemiology and Laboratory Capacity Program (formerly known as Building Epidemiology and Health IT Capacity); and
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $1,539,000 by HUD which shall be used for the Housing Opportunities for Person with HIV/AIDS CARES Act Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $60,000 by DHHS which shall be used for the Sexually Transmitted Disease Prevention Program; and
WHEREAS, the City through Health has received carryover state grant funds in the amount of $313,000 by the Office of the Illinois State Fire Marshal which shall be used for the Underground Storage Tanks Inspection Program; and
WHEREAS, the City through its Department of Family and Support Services (“DFSS”) has been awarded federal grant funds in the amount of $6,565,000 by the Illinois Department on Aging which shall be used for the Area Plan on Aging CARES Act Program; and
WHEREAS, the City through DFSS has been awarded federal grant funds in the amount of $86,000 by the Illinois Department on Aging which shall be used for the Census Outreach Grant Program; and
Whereas, the City through DFSS has been awarded federal grant funds in the amount of $15,215,707 by HUD which shall be used for the Community Development Block Grant CARES Act Program; and
WHEREAS, the City through DFSS has been awarded federal grant funds in the amount of $15,967,000 by HUD which shall be used for the Community Services Block Grant CARES Act Program; and
WHEREAS, the City through DFSS has been awarded federal grant funds in the amount of $23,713,000 by HUD which shall be used for the Emergency Solutions Grant CARES Act Program; and
WHEREAS, the City through its Department of Planning and Development has been awarded federal grant funds in the amount of $11,000,000 by HUD which shall be used for the Community Development Block Grant CARES ACT Program; and
WHEREAS, the City through its Department of Transportation has been awarded public grant funds in the amount of $268,000 by the Board of Trustees of Community College District No. 508 (“City Colleges”) which shall be used to repair and repave the roadway adjacent to Malcom X College on Adams Street from Damen Avenue to Woods Street as part of the Infrastructure Improvement Program; and
WHEREAS, the City through its Department of Aviation (“CDA”) has been awarded federal CARES Act grant funds in the amount of $82,302,000 by the United States Department of Transportation’s Federal Aviation Administration(“FAA”) which shall be used for the Chicago Midway International Airport’s CARES Act Program; and
WHEREAS, the City through CDA has been awarded federal CARES Act grant funds in the amount of $294,442,000 by FAA which shall be used for the Chicago’ O’Hare International Airport’s CARES Act Program; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO AS FOLLOWS:
SECTION 1. The amounts of $1,131,138,000 not previously appropriated, representing new grant awards, and $313,000 in carryover funding are hereby appropriated from Fund 925 - Grant Funds for the year 2020. The 2020 Annual Appropriation Ordinance is hereby amended by striking the words and figures and adding the words and figures indicated in the attached Exhibit A which is hereby made a part hereof.
SECTION 2. The Commissioner of CDOT is hereby authorized to execute an intergovernmental agreement with City Colleges, subject to the approval of the Corporation Counsel, in connection with the Infrastructure Improvement Program.
SECTION 3. To the extent that any ordinance, resolution, rule, order or provision of the Municipal Code of Chicago, or part thereof, is in conflict with the provisions of this ordinance, the provisions of this ordinance shall control. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.
SECTION 4. This ordinance shall be in full force and effect upon its passage and approval.
