RESOLUTION
WHEREAS, Elmer L. Beard, Jr., has been called to eternal life by the wisdom of God at the age of 82; and
WHEREAS, The Chicago City Council has been informed of his passing by Alderman Edward M. Burke; and
WHEREAS, Elmer L. Beard, Jr., was a highly dedicated public servant who ably served the people of the City of Chicago under seven mayors; and
WHEREAS, The son of a postal superintendent, Elmer L. Beard, Jr., was raised in the Woodlawn .neighborhood and graduated from Englewood High School and Roosevelt University; and
WHEREAS, Elmer L. Beard, Jr., served as the Executive Director of the Chicago Housing Authority under Mayor Jane M. Byrne; and
WHEREAS, Elmer L. Beard, Jr., devoted his life to public service and held influential positions during the administrations of Richard J. Daley, Michael Bilandic, Harold Washington, Interim Mayor David Orr, Eugene Sawyer and Richard M. Daley; and
WHEREAS, Elmer L. Beard, Jr., retired from City Hall in 1994 following 35 years of distinguished service and founded Elmer L. Beard & Associates, a financial and construction consulting firm; and
WHEREAS, Elmer L. Beard, Jr., organized the Greater Chicago Golf Association and was the first African-American to serve as a Director of the Western Golf Association; and
WHEREAS, Elmer L. Beard, Jr., promoted golf as a networking tool, noting that it allowed the opportunity to walk shoulder-to shoulder for 6,000 yards with future friends and associates; and
WHEREAS, His love of life and ability to live it to the fullest endeared Elmer L. Beard, Jr., to his family members, friends and all who knew him, and enabled him to enrich their lives in ways they will never forget; and
WHEREAS, Elmer L. Beard, Jr., was the loving father of Lynn Marie, Susan Gay and the late* Jill Ally son, and the dear brother of Sue Love; and
WHEREAS, Elmer L. Beard, Jr., will be dearly missed and fondly remembered by his many relatives, friends and admirers; and
WHEREAS, To his beloved-.family, Elmer L. Beard, Jr., imparts a legacy of faithfulness, service and dignity; now, therefore
BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council, assembled this eighteenth day of March, 2015, do hereby commemorate Elmer L. Beard, Jr., for his grace-filled life and do hereby express our condolences to. his family; and
