RESOLUTION
WHEREAS, The Honorable Raymond L. Telles has been called to eternal life by the wisdom of God at the age of 97; and
WHEREAS, The Chicago City Council has been informed of his passing by Alderman Edward M. Burke; and
WHEREAS, The Honorable Raymond L. Telles was the beloved husband for 68 years of Delfina Navarro; and
WHEREAS, The Honorable Raymond L. Telles was the much-adored father of Dr. Cynthia Telles and Dr. Patricia Telles-Irvin and the cherished grandfather of two to whom he imparted many of the fine and noble qualities that he possessed in abundance; and
WHEREAS, A proud veteran of World War II, the Honorable Raymond L. Telles rose to the rank of Colonel in the United States Air Force; and
WHEREAS, The Honorable Raymond L. Telles received the Order of the Southern Cross from Brazil, Columbian Wings, the Mexican Legion of Merit, and the Peruvian Flying Cross for his distinguished tenure as Chief of the Lend-Lease Program for South and Central America for the United States Air Force; and
WHEREAS, The Honorable Raymond L. Telles later earned the Bronze Star for commanding the United States Air Force 67th Tactical and Reconnaissance Group during the Korean Conflict; and
WHEREAS, Elected Mayor of El Paso, Texas, the Honorable Raymond L. Telles was the first Hispanic mayor of a major American city; and
WHEREAS, The Honorable Raymond L. Telles also made history when President John F. Kennedy appointed him as the first Hispanic United States Ambassador, representing the nation in Costa Rica; and
WHEREAS, A ground-breaking politician and a man of the highest principles, the Honorable Raymond L. Telles serves an inspiration to all of tireless service to one's community and nation; and
WHEREAS, A friend and advisor to Republican and Democratic Presidents alike, the Honorable Raymond L. Telles was a role model and mentor to many; and
WHEREAS, His love of life and ability to live it to the fullest endeared the Honorable Raymond L. Telles to his family members, friends and all who knew him, and enabled him to enrich their lives in ways they will never forget; and
WHEREAS, To his beloved family, the Honorable Raymond L. Telles imparts a legacy of faithfulness, service and dignity; now, therefore
BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council, assembled this thirteenth day of March, 2013, do hereby commemorate the Honorable Raymond L. Telles for his grace-filled life and do hereby express our condolences to his family; and
BE IT FURTHER RESOLVED, That a suitable copy of this resolution be presented to the family of the Honorable Raymond L. Telles.
