RESOLUTION

WHEREAS, the City of''Chicago is the third largest city in the United States with an estimated population of roughly 2.7 million ; and

WHEREAS, at the time of the 2010 U.S. Census, 32.9 percent of Chicago's overall population identified as black; and

WHEREAS, to date, the estimated black population of Chicago.still constitutes roughly one-third of the.city's population; and

WHEREAS, it has been found that black persons represent the majority of open missing persons cases in the City of Chicago, with approximately two-thirds of the more than 830 open missing persons cases being black; and

WHEREAS, of the 838.open missing persons cases1, 337 cases concern black youth between the ages of 11 and 21; and

WHEREAS, of the 838 open missing persons cases, black girls between the ages of 11 and 21 represented 202 cases, almostone-fourth of all cases, while white girls of, the same age represent only 4% of such cases; and

WHEREAS,, numerous:studies show that young black women constitute a particularly vulnerable group to perpetrators of sex trafficking crimes2; and

WHEREAS, these numbers reflect a striking imbalance of instance and response to black missing persons; and

WHEREAS, Chicago continues to struggle to.address racial inequities as they affect the quality of life, education, income, and. employment of black Chicagoans;
