WHEREAS, the City of Chicago, Illinois (the "City"), is a home rule unit and municipality under Article VII of the Constitution of the State of lllinds; and
WHEREAS, Chicago Neighborhood Initiatives, Inc. ("CNI"), is an Illinois not-for-profit corporation ("CNI"); and
