SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2021 (the "2021 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, the City through its Department of Cultural Affairs and Special Events ("DCASE") has been awarded private grant funds in the amount of $350,000 by the Millennium Park Foundation for Millennium Park Winter programming; and
WHEREAS, the City through DCASE has been awarded federal COVID-19 grant funds in the amount of $1,211,000 by the United States Small Business Administration for the Shuttered Venues program; and
WHEREAS, the City through its Department of Public Health has been awarded federal pass-through grant funds in the amount of $400,000 and state grant funds in the amount of $575,000 by the Illinois Department of Human Services for the Chicago Family Connects program; and
WHEREAS, the City through its Department of Business Affairs and Consumer Protection has been awarded private grant funds in the amount of $900,000 by the Chicago Community Trust for the Small Business Resiliency program and desires to redistribute the entire amount to the City's Department of Planning and Development; and
WHEREAS, the City previously received and appropriated federal pass-through grant funds awarded by the Illinois Emergency Management Agency ("IEMA") for the Urban Areas Security Initiative ("UASI") program, of which the Department of Police ("CPD") received an allocation of $8,080,000 and desires to reallocate $2,350,702, and the Office of Emergency Management and Communications ("OEMC") received an allocation of $2,359,000 and desires to reallocate $249,200, for a total reallocation amount of $2,599,902; and
WHEREAS, of the total reallocation amount of $2,599,902, the Office of Public Safety Administration will receive additional funds in the amount of $100,753 and ...
