WHEREAS, Alvin D. Starks, an honored veteran of the Armed Forces of the United States and Sergeant at Arms in the City of Chicago since August 9, 2012 will celebrate his sixtieth birthday on July 9, 2016; and
WHEREAS, The Chicago City Council has been informed of this milestone by Alderman Edward M. Burke; and
WHEREAS, Alvin D. Starks faithfully served the offices of Cook County government as Assistant to the Chief Administrative Officer for ten years after leaving his private sector job with IBM Corporation in 1999; and
WHEREAS, Alvin D. Starks coordinated and prepared the budget for the office of the Chief Administrative Officer while serving eleven departments in the Bureau of Administration with their annual budgets; and
WHEREAS, Alvin D. Starks played an important role in automating the office and staff of the Chief Administrator and Veteran's Assistance Commission; and
WHEREAS, Alvin D. Starks volunteered his time and dedication to many worthy philanthropic causes benefitting Chicago communities; and
WHEREAS, Alvin D. Starks organized Cook County's United Negro College Fund campaign and raised approximately $500,000; and
WHEREAS, In 2006 Alvin D. Starks coordinated Cook County's Food Drive for the Greater Chicago Food Depository, raising $9,000 in donations and gathering 3,000 pounds of food; and
BE IT RESOLVED, That we, the Mayor and the members of the Chicago City Council assembled this twenty-second day of June, 2016 do hereby thank Alvin D. Starks for his years of service to the City of Chicago and Cook County and wish him a happy sixtieth birthday; and

BE IT FURTHER RESOLVED, That a suitable copy of this resolution be presented to Alvin D.
