SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2013 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies ofthe state and federal governments and public and private agencies for grants to the City for various purposes; and
WHEREAS, the City on June 26, 2013 appropriated federal grant funds in the amount of $45,000 from the National Endowment for the Arts as public and private grant funds for the Loops and Variations Concerts Program of the City's Department of Cultural Affairs and Special Events and now desires to properly designate and allocate such grant funds as federal grant funds and not public grant funds; and
WHEREAS, the City through its Department of Housing and Economic Development has been awarded federal grant funds in the amount of $28,000 by the Illinois Historic Preservation Agency which shall be used for the Chicago Landmarks MAP Program; and
WHEREAS, the City through its Commission on Animal Care and Control ("ACC") has been awarded private grant funds in the amount of $10,000 by The Grainger Foundation which shall be used for the Grainger Community Program; and
WHEREAS, the City through ACC has been awarded private grant funds in the amount of $2,000,000 by the Donald Levin Family Foundation which shall be used for the Dog Pavilions Renovation Project; and
WHEREAS, the City through its Department of Transportation has been awarded additional federal grant funds in the amount of $10,276,000 by the United States Department of Transportation, Federal Highway Administration which shall be used for the Congestion Mitigation Air Quality Program; and
