SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2020 ("2020 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, the City through its Office of Budget and Management has been awarded federal grant funds in the amount of $470,079,000 by the United States Department of Treasury which shall be used for the Coronavirus Relief Fund Program; and
WHEREAS, the City through its Department of Public Health ("Health") has been awarded federal grant funds in the amount of $20,555,293 by the United States Department of Housing and Urban Development ("HUD") which shall be used for the Community Development Block Grant CARES Act Program; and
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $189,346,000 by the United States Department of Health and Human Services ("DHHS") which shall be used for the Epidemiology and Laboratory Capacity Program (formerly known as Building Epidemiology and Health IT Capacity); and
WHEREAS, the City through Health has been awarded federal grant funds in the amount of $1,539,000 by HUD which shall be used for the Housing Opportunities for Person with HIV/AIDS CARES Act Program; and
WHEREAS, the City through Health has been awarded additional federal grant funds in the amount of $60,000 by DHHS which shall be used for the Sexually Transmitted Disease Prevention Program; and
WHEREAS, the City through Health has received carryover state grant funds in the amount of $313,000 by the Office of the Illinois State Fire Marshal which shall be used for the Underground Storage Tanks Inspection Program; and
WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded federal grant funds in the amount of $6,565,000 by the Illinois Department on Aging which shall be used for the Are...
