SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2021 (the "2021 Appropriation Ordinance") of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and
WHEREAS, the City through its Office of Budget and Management ("OBM") has been awarded new federal COVID-19 grant funds in the amount of $20,100,000 by the United States Department of Housing and Urban Development for the Community Development Block Grant ("CDBG") program and desires to redistribute the grant funds from OBM to the City's Department of Assets, Information and Services in the amount of $4,000,000, the Department of Family and Support Services ("DFSS") in the amount of $5,000,000, the Department of Planning and Development in the amount of $5,000,000, the Department of Business Affairs and Consumer Protection ("BACP") in the amount of $2,000,000, and the Department of Transportation in the amount of $4,100,000, which shall be used for various programs under the CDBG program; and
WHEREAS, the City through its Department of Cultural Affairs and Special Events has been awarded federal COVID-19 grant funds in the amount of $46,000 by the National Endowment for the Arts for the City Arts program; and
WHEREAS, the City through DFSS has been awarded state COVID-19 grant funds in the amount of $271,000 by the Illinois Department on Aging for the COVID Vaccination Support program; and
WHEREAS, the City through BACP has been awarded private COVID-19 carryover grant funds in the amount of $800,000 by the Chicago Community Trust for the Chicago Small Business Resiliency program; and
WHEREAS, the City through its Department of Housing ("DOH") was awarded additional federal COVID-19 grant funds in the amount of $79,856,000 by the Treasury for the Emergency Rental Assistance program ("ERAP"), which grant funds may be subject to recapture by the Treasury if 65% is not use...
