RESOLUTION CALLING FOR TRANSPARENCY ON CIVILIANIZATION IN PUBLIC SAFETY
WHEREAS the Chicago Inspector General on multiple occasions has analyzed Chicago Police Department staffing and determined that hundreds of positions currently being performed by sworn officers could safely be done by civilians; and
WHEREAS the new Office of Public Safety Administration was created to maximize resources and move public safety personnel back to the street; and
WHEREAS there remain hundreds of sworn officers assigned to civilian positions and positions already designated as eligible for civilians to work in; and
WHEREAS the process to fill sworn positions can be exceedingly lengthy, civilians who can fill administrative positions can be hired much more quickly; and
WHEREAS we have a responsibility to be good fiscal stewards of Chicago taxpayer funds and it is more efficient to have civilians perform administrative work; now therefore
BE IT RESOLVED that the Chicago Police Department create clear criteria for why any positions that civilians can work are filled by sworn officers; and
BE IT FURTHER RESOLVED if a sworn officer is in a Police Department or Public Safety Administration position that a civilian can work, there are quarterly check-ins to ensure there is still a valid reason they are doing that work; and

BE IT FURTHER RESOLVED that the two departments provide quarterly reports to the City Council Committee on Public Safety so there is transparency around progress being made.on this issue.
