ORDINANCE

WHEREAS, The City of Chicago is a home rule unit of government pursuant to the 1970 Illinois Constitution, Article VII, Section 6 (a): and

WHEREAS, Pursuant to'its home rule power, the City of Chicago may exercise any power and perform any function relating to its government and affairs including promoting the quality of life, safety, and the welfare of its citizens; and

W'HEREAS, Recent events in Chicago and in other cities tliroughout tlie United States regarding law enforcement professionals highlight the reality that the use of force is a defining issue in modern policing; and

WHEREAS, The Chicago Police Department's directives regarding the use of force is premised on the Fourth Amendment ofthe U.S. Constitution which specifies that a police officer's use of force must be reasonable; and

WHEREAS, The Chicago Police Department requires ongoing training and instruction to continuously improve the administration of law enforcement efforts within the City of Chicago; and

WHEREAS. Annual training regarding the use of force must be utilized as a tool to continuously improve the policing efforts of all sworn members of tlie Department and to ensure they are trained to accept the tremendous power and trust afforded them by the community; and

WHEREAS, According to the National Alliance of Mental Illness (NAMI), one in five adults in tlie U.S. experiences a mental illness in a given year, which may lead to problems when dealing with police; and

WHEREAS, Annual mental health awareness and crisis intervention training must be utilized by all sworn members of the Department as a tool to identify and understand mental illness and intellectual disabilities which may be observed or encountered during an officer's patrol; and

WHEREAS, In addition to the Annual Prescribed Weapon Qualification and Taser Recertification program which requires all sworn members of the Department to qualify with their duty weapon, quarterly instruction must be available to improve...
