SUBSTITUTE ORDINANCE
WHEREAS, the Annual Appropriation Ordinance for the year 2018 of the City of Chicago (the "City") contains estimates of revenues receivable as grants from agencies of the state and federal governments and public and private agencies; and

WHEREAS, in accordance with Section 8 of the Annual Appropriation Ordinance, the heads of various departments and agencies of the City have applied to agencies of the state and federal governments and public and private agencies for grants to the City for various purposes; and
WHEREAS, the City through its Department of Cultural Affairs and Special Events has been awarded federal grant funds in the amount of $50,000 by the National Endowment for the Arts which shall be used for the Arts Our Town Program; and
WHEREAS, the City through its Department of Public Health has been awarded additional federal grant funds in the amount of $40,000 by the United States Department of Health and Human Services ("DHHS") which shall be used for the Tuberculosis Control Program; and

WHEREAS, the City through its Department of Family and Support Services ("DFSS") has been awarded additional federal grant funds in the amount of $7,400,000 by the United States Department of Education ("DOE") which shall be passed through to the Chicago Public Schools ("CPS") for the Early Childhood Block Grant Program; and

WHEREAS, the City through DFSS has been awarded federal grant funds in the amount of $2,000,000 by DOE which shall be passed through to CPS for the Early Childhood Supplemental Block Grant Program; and

WHEREAS, the City through its Department of Planning and Development ("DPD") has been awarded state grant funds in the amount of $920,000 by the Illinois Housing Development Authority which shall be used for the Foreclosure Prevention Program; and
WHEREAS, the City through DPD has received program income in the amount of $3,697,000 derived from repayments to the City from loans and grants made in connection with the federal HOM...
