BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHICAGO, That Rule 14 of the Rules of Order and Procedure of the City Council, City of Chicago, for the 2015 - 2019 term is hereby amended by inserting the language underscored, as follows:

RULE 14. Every member who shall be present when a question is stated from the Chair shall vote thereon, unless excused by the Council. A member seeking to be excused from voting shall First state the basis for seeking such excuse, in sufficient detail to enable the remaining members to determine in an informed manner whether to grant the abstention.
