WHEREAS, in an austerity plan, the Office of the Mayor introduced in 2013, a district-based municipal refuse collection was implemented within the City of Chicago; and
WHEREAS, at the time of implementation, district-based collection was touted as being far more efficient and effective then the ward-based service, yet would provide the same high-quality refuse collection service with fewer resources and a savings of $18 million.
WHEREAS, it is essential to the health of every Chicagoan that the City of Chicago operate an efficient and effective municipal refuse collection; and
WHEREAS, it has been close to a decade since district-based collection was instituted. It behooves this body to evaluate how successfully these districts have maintained and improved the quality of service. It also remains unclear if the savings represented only a one-time "windfall'* and just how much ongoing economy and efficiency would be achieved in future years under district-based collection; now therefore
BE IT RESOLVED that we, the undersigned members ofthe City of Chicago City Council, request that the Committee on the Budget and Government Operations expeditiously conduct a series of public hearings to determine if district-based municipal refuse collection is more efficient and effective, improving daily performance of a service so critical to health of all Chicagoans and the cleanliness of the City of Chicago.
