RESOLUTION HONORING FIRST DEPUTY COMMISSIONER OF THE CHICAGO DEPARTMENT OF WATER MANAGEMENT JULIE HERNANDEZ-TOMLIN

WHEREAS, Julie Hemandez-Tomlin was born and raised in the City of Chicago's Montclare neighborhood, the daughter of Joseph and Janet Hernandez, aspiring to become the first woman and Latina to serve as First Deputy Commissioner of the Chicago Department of Water Management; and

WHEREAS, Julie's love of her City and desire to serve the public became apparent early on when Julie gained employment with the Cook County Clerk's office when she was just a teenager, eventually becoming supervisor in the Bureau of Vital Statistics; and

WHEREAS, in an effort to better herself, Julie attended night school to earn a Bachelor's Degree in Business Management, working hard to improve her skills and making sacrifices to enhance her professional career; and

WHEREAS, Julie began her career with the City of Chicago in 1998 as the Supervisor of Senior Citizen Exemptions in the Department of Sewers where she managed to update the customer service database, resulting in a substantial increase in revenues, and was promoted to Deputy Commissioner and oversaw the modernization of permit and licensing programs, departmental information systems and debt collection programs; and

WHEREAS, in 2003, Deputy Commissioner Hernandez-Tomlin retained her position upon the merging of the Departments of Water and Sewer creating the Chicago Department of Water Management, where her expanded responsibilities included overseeing activities ofthe Bureau of Administrative Support including procurement, finance, safety, personnel and payroll, labor relations and information technology forthe new 2,100 employee department; and

WHEREAS, in 2006 Julie Hernandez-Tomlin was recognized for her accomplishments and promoted to Managing Deputy Commissioner, where she managed the Bureau of Meter Services in addition to being responsible for managing the Department of Water Management's complex budget...
