RESOLUTION CALLING FOR A HEARING ON DRAG RACING AND DRIFTING EVENTS HELD ON PUBLIC AND PRIVATE PROPERTY

WHEREAS, Drag racing and drifting events continue to cause problems and impact the City's residents, especially those on the Southwest Side; and
WHEREAS, In addition to the potential for causing injuries, and even death among motorists and pedestrians, these drag racing and drifting events often include vehicles equipped with illegally modified mufflers which can create noises that may trigger ShotSpotter sensors, diverting police resources away from areas where they are actually needed; and
WHEREAS, It has become increasingly common to find drivers drag racing on major streets and also drifting and drag racing in shopping center parking lots and on other private property; and

WHEREAS, The City Code authorizes seizure and impoundment of vehicles that have been used in drag racing on the public way, but does not currently prohibit drag racing on private property; and
WHEREAS, The City Council and the Chicago Police Department must coordinate and find solutions which adequately combat this scourge on our neighborhoods; now, therefore
BE IT RESOLVED, Thatwe, the Mayor and members of the City Council ofthe City of Chicago, gathered here this twenty-first day of July, 2021, do hereby call upon the Committee on Public Safety to hold a hearing to discuss possible solutions to address these dangerous drag racing and drifting events; and
BE IT FURTHER RESOLVED, That the hearing be held after 6:00 p.m. by remote means, thereby allowing working families to attend and comment; and
BE IT FURTHER RESOLVED, Thatwe request the Deputy Mayorfor Public Safety, the Commissioner ofthe Chicago Department of Transportation, the Superintendent of the Chicago Police Department, or his designee, and representatives from the Illinois State Police testify at the hearing; and
